
A recent update to the Renewable Fuel Standard is expected to provide a significant boost to U.S. agriculture, particularly for soybean producers and the biofuels industry. The new ruling, announced by the Environmental Protection Agency, increases renewable fuel blending requirements for the coming years, signaling a stronger market outlook after a period of uncertainty.
Kurt Kovarik, the vice president of federal affairs for Clean Fuels Alliance America, explained that previous mandates fell well short of industry capacity, contributing to reduced production and idled plants. “The volume mandate obligation that EPA had set for 2025 was 3.35 billion gallons… almost 2 billion gallons under where our industry had been operating,” he said. That shortfall led to lower demand for soybean oil and forced some producers to seek export markets instead of building domestic demand.

The updated rule raises required volumes to 5.4 billion gallons in 2026 and 5.7 billion gallons in 2027. These levels are much closer to actual production capacity. As a result, biodiesel and renewable diesel plants are already ramping back up, with increased feedstock purchases providing a much-needed boost for farmers facing tight margins.
Kovarik noted that the industry is moving quickly to meet the new targets despite a compressed timeline. “We’ve got a year’s worth of volume mandates to essentially produce in nine months, so I can almost assure you that every plant is going to be running as hard as they possibly can,” he said.
While the surge in production may create short-term logistical challenges, particularly in transporting feedstocks to processing facilities, industry leaders expect markets to adjust quickly. The stronger policy outlook is also expected to encourage further investment, including expanded soybean crushing capacity and potential growth in sustainable aviation fuel production.
